Mr. Mooney has a depth of experience in state and local government as well as investment banking. He has served as managing underwriter or financial advisor on approximately one and one-half billion dollars of public financings while working for Arch W. Roberts and Company, Underwood, Neuhaus and Company, Inc. and Masterson Moreland Sauer Whisman, Incorporated
Mr. Mooney has held public positions in Virginia and Florida including serving as Director of Housing and Community Development in the State of Florida. Later, he was Administrator of Escambia County.
In 1984, Mr. Mooney served as sole underwriter for Florida's first insured tax increment financing.
Mr. Mooney, along with Frank Adams, was responsible for structuring the financing for an airport hotel for the Greater Orlando Aviation Authority through an innovative tax-exempt transaction in conjunction with Hyatt Corporation and public/private development Projects in Boca Raton, the City of Miami Beach, City of Pensacola, City of Ft. Myers and the City of Homestead.
Mr. Mooney holds a Series 52 Municipal Securities Representative license and a Series 53 Municipal Securities license.
Mr. Adams' background was in county and municipal government prior to entering the investment banking field in 1985. He has served as an underwriter or financial advisor for public improvement while associated with Underwood, Neuhaus and Company, Inc. and Masterson Moreland Sauer Whisman, Incorporated.
Mr. Adams has served in several senior executive positions in local government including Assistant County Administrator of Escambia County and Deputy City Manager of the City of Pensacola.
In August 1985, Mr. Adams left the city to enter private business. He served on the financial advisory team that successfully structured and closed the financing creating the $500 million City of Gulf Breeze, Florida Local Government Loan Program.
In 1986, Mr. Adams was a principal in creating Government Credit Corporation. Government Credit Corporation was responsible for the origination of loans representing more than $400,000,000.
Mr. Adams has experience in public financings for economic development, airports, tax-increment financing, joint public/private facilities, and debt refinancings. Mr. Adams, along with Joe Mooney, was also instrumental in the structuring of the Greater Orlando Aviation Authority transaction and Mizner Park Project in Boca Raton.
Mr. Adams holds a Series 52 Municipal Securities Representative license and a Series 53 Municipal Securities license, and has a Masters Degree in Public Administration. He was an officer in the Marine Corps from 1969-1973.
Mr. Mooney received a B.A. in Communication Arts in 1992. He has worked as an advertising representative for both electronic and print media.
Mr. Mooney's public service has included employment as an Emergency Medical Services Dispatcher and a Police Officer.
In 1997, Mr. Mooney began employment in the field of public finance. His experience includes structuring the loan to the City of Homestead for its Motor Sports Facility and the structuring of financing several state leased buildings that will ultimately become the assets of the municipalites, in which they are located.
Ms. Bainter has been with Government Credit Corporation since 1986, serving as the Chief Financial Officer to the officers of the company. She has extensive knowledge and experience in assisting with the due diligence and coordination with issuers, banks, trust departments, legal counsels and borrowers necessary to effect loan closings for capital improvement projects. She is also responsible for weekly monitoring of interest rates and monthly billings to borrowers in the various pools that Government Credit administers.
Prior to 1986, Ms. Bainter was an Assistant to the Chairman of the Escambia County Commission. Her responsibilites included attendance at Board and Committee meetings, direct contact with district citizens, coordinating their needs with services provided by the County, and liason with County departments and the Board of County Commissioners in the daily activities of local government.
Ms. Bainter holds a Series 52 Municipal Securities Representative license.
